Israel's fabricated rocket crisis

In The Iron Wall (2001), Israeli historian Avi Shlaim shows that in July 1981, US diplomat Philip Habib brokered a ceasefire between the Palestine Liberation Organization (PLO) and Israel. For the next year, the PLO infuriated Israel by refusing to violate the ceasefire and thereby provide an excuse for Israel's long-planned attack on PLO refugee camps and bases in Lebanon. Then, on 3 June 1982, a member of the Abu Nidal organization shot and wounded Shlomo Argov, the Israeli ambassador in London. Abu Nidal, or Sabri Khalil al-Banna, was a Palestinian, but he was anything but a PLO stalwart: "Abu Nidal was supported by Iraq in his struggle against Arafat's 'capitulationist' leadership of the PLO. Abu Nidal customarily referred to Arafat as 'the Jewess's son.' The PLO had passed a death sentence on Abu Nidal for assassinating some of its moderate members who advocated a dialogue with Israel."

The next day, Israeli prime minister Menachem Begin called an emergency cabinet meeting. When his advisor Gideon Machanaimi and Avraham Shalom (the head of the General Security Service) began to discuss the nature of the Abu Nidal organization, Begin cut them off: "'They are all PLO.' [Army Chief of Staff] Rafael Eitan was equally dismissive. Shortly before entering the conference room, an intelligence aide told him that Abu Nidal's men were evidently responsible for the assassination attempt. 'Abu Nidal, Abu Shmidal,' he sneered; 'we have to strike at the PLO!'"

Two days later, Israel invaded Lebanon, which would kill over 18,000 people, including the massacres of Palestinian refugees at Sabra and Shatila, and push Lebanon further into a morass of imperial and sectarian violence. Of course, the lying excuse endlessly proffered for the invasion, enshrined in its nickname "Operation Peace for the Galilee," and obligingly circulated by the American media, was that Israel could no longer be expected to tolerate a constant barrage of PLO rockets across its northern border.

In Israel's recent rush to invade Gaza, we witness the same predisposition to violence, the same aching aggravation with Palestinian peace offensives, and the same willingness to conflate all resistance, all frustrations, into a single enemy: "They are all Hamas!" And we see that Hamas, like the PLO, refused to oblige Israel with a single provocative act. For more than four months after 19 June 2008, Hamas refrained from any military actions that might endanger the negotiated truce or "calm" with Israel.

The evidence for this is ready to hand. For example, the Wikipedia entry on the events of the summer, "List of rocket and mortar attacks in Israel in 2008" (revised 4 January 2008), based almost exclusively on Israeli newspapers and government sources, confirms that there were no rocket or mortar attacks claimed by or plausibly attributed to Hamas during the calm. This can also be verified by surveying archives of news reports from the period.

The few that were launched, none of them causing any casualties, were claimed by the al-Aqsa Martyrs Brigade, by Islamic Jihad, by "the Badr Forces," or by nobody. Hamas Prime Minister Ismail Haniyeh called repeatedly for a cessation of rocket fire, and denounced those factions who broke the truce. A Hamas spokesman criticized Fatah for allowing the al-Aqsa Martyrs Brigade, which is affiliated with Fatah, to fire rockets. Meanwhile, Israeli occupation forces' murders and settler pogroms continued unabated on the West Bank. They included an attempt by a settler to fire a homemade rocket toward the Palestinian village of Burin, which nearly killed another settler. During the lull, then, Israeli settlers fired more rockets (i.e., one) than did Hamas.

In a document entitled "The Hamas terror war against Israel," The Israeli Ministry of Foreign Affairs provides striking visual evidence of Hamas's good faith during the lull. It reproduces two graphs drawn up by the Intelligence and Terrorism Information Center at the Israel Intelligence Heritage & Commemoration Center:

The graphs show that the total number of rocket and mortar attacks shrank from 245 in June to 26 total for July through October, a reduction of 97 percent. Even this was not enough for Israel, which violated the truce by imposing a terror-famine in Gaza for most of these months. But despite these violations, Hamas refrained from launching rockets until Israel definitively cancelled the truce on the night of 4-5 November by sending an Israeli commando squad into Gaza, where it killed six Hamas members. Hamas responded with 30 rockets.

These charts proved too revealing for the Israeli Ministry of Foreign Affairs. On the night eve of 4 January 2008, as Israeli occupation forces launched a ground assault on Gaza, the Israeli Ministry of Foreign Affairs removed them from its website, substituting an almost illegible graph in which the labels obscure the data, while the caption does all it can to hide the de facto end of rocket and mortar fire during the calm, until 4 November.



This document was also titled "The Hamas terror war against Israel." But a Korean webpage has cached the original document, preserving the evidence of Israel's sticky-fingered hasbara, or propaganda.

Clearly, the Israelis violated the truce in order to increase the number of Qassam attacks, not to end them. Qassams provide Israel with its best shot at its favorite media role of plucky little David fighting the Palestinian Goliath. And by nimble revision of its webpage, the Israeli MFA is able to turn cause into effect -- turning the retaliatory Hamas Qassams of 6 November into the cause of Israel canceling the truce on 4 November, and smashing it flat on 19 December.

We have heard, and we will continue to hear, a droning litany of "Qassams! Qassams! Qassams!" The repetition will be difficult to resist, but for all of us who remember the reiterated US lies about Iraq of 2002-2003, whether with pride for our skepticism or shame for our credulity, a good first step might be for us to think "WMDs!" every time they say "Qassams!" Like the US Coalition of the Willing, Israel's Operation Cast Lead has not let the absence of actual provocation get in the way of a good bloodbath. Indeed, chronology itself proves no obstacle, as Israeli commandos, Apaches and F-16s retaliate for rocket attacks that haven't occurred yet. In the immortal, influential and profoundly depraved words of neoliberal crusader Michael Ignatieff, "Against this kind of enemy ... it makes sense to get our retaliation in first."

When the history of the war on Gaza is written, Hamas's remarkable restraint during the lull, as Israel attempted to starve Gaza into submission, will form an important prelude to what Joseph Massad has called the heroic Gaza Ghetto Uprising. But for the moment, it's vital to remember that what we are witnessing in Gaza is not Israeli retaliation, but an act of unprovoked Zionist genocide using American-made weapons, based on a bloody lie about Qassam barrages obligingly circulated by American media. The question for Americans to ask now is this: what must we do, with our American-made mouths, brains, and bodies, to stop it?

EXCERPT from my memoirs in occupied territory:

On March 17, 2006, the 7th day of my third journey to Israel Palestine, Jeff Halper, greeted my group of nearly one hundred Internationals attending a Sabeel reality tour through the West Bank, in the East Jerusalem YMCA conference room with, “I don’t want to depress you too much but the issue of the occupation is a global issue that transcends boundaries and Israel Palestine impacts all global realities...We have a country created by the UN and supported by the USA that has a brutal occupation while International Law defines occupation as a temporary situation.

“The USA is complicit in starving the Palestinians and it is going to get worse. We have a situation in which America and Israeli actions are illegal. Three weeks ago in the USA the Pentagon issued the QDR: Quadrennial Defense Review which is a twenty year plan to contain China and commit to a long war with the Islamic Empire. The USA sees Iran as the center of its war against Islam and wants to make the entire world safe for the USA and wants to contain any power who will rise and challenge America...The USA will shield itself so it can continue to extract 35% of the earths resources. The American lifestyle is not sustainable.

“When you incorporate occupied territories, highways, settlements and use resources it is all illegal according to the Fourth Geneva Convention which states the status quo must be retained so that negotiations can happen. Unilateral actions are illegal. The occupying power is responsible for those under its control.

“Tony Blair said 70% of all the conflicts in the world can be traced back to the Israeli Palestinian conflict. What gives us hope is that as this conflict worsens maybe Europe will figure out that American policies are against their interests and intervene...This conflict impacts the global community and especially everyone in the USA.

“If we do fix this conflict it would be a tremendous step forward in global reconciliation...This whole issue is based on Human Rights and it is a global issue requiring global intervention.

When I returned to Israel Palestine in October 2006, over sixty internationals gathered in Jerusalem for another ICAHD tour. Jeff informed us, “It has been said that the Israeli’s do not love this land, they just want to possess it. There have been three stages to make this occupation permanent. The first was to establish the facts on the ground; the settlements. There are ˝ million Israeli’s and four million Palestinians here. They have been forced into Bantustan; truncated mini states; prison states. It is apartheid and Bush and Hillary are both willing collaborators. In 1977, Sharon came in with a mandate, money and resources to make the Israeli presence in the West Bank irreversible. The second stage began in April 2004 when America approved the Apartheid/Convergence/Realignment Plan and eight settlement blocs. This is just like South Africa! The Bush Sharon letter exchange guaranteed that the USA considers the settlements non-negotiable. The Convergence Plan and The Wall create the borders and that is what defines Bantustans. Congress ratified the Bush plan and only Senator Byrd of West Virginia voted no and nine House Representatives.

“Israel has set up a matrix of control; a thick web of settlements guaranteed to make the occupation permanent by establishing facts on the ground. Israel denies there is an occupation, so everything is reduced to terrorism. It is our job to insist upon the human rights issue, for occupied people have International Law on their side.”

International Law guarantees the rights of the occupied to rise up with violence against their occupiers. What ISM, ICAHD and Sabeel promote is Creative Nonviolence. I asked Jeff if the settlements were in actuality colonies; meaning foreigners had invaded and set up residence in another’s territory. He agreed and added that, “When Jerusalem was controlled by Jordan, and the East side was 6 sq. km. Since 1967, Israel has added 64 km. The West side was 38 sq. km until ‘67 and is now 108 sq. km’s. Israel plans to develop 17 settlements. Israeli policy is to maintain a 72% Jewish and 28% Arab population. Palestinians cannot get building permits to build upon their legally owned land. The Arab land has been re-zoned as green space, and the green space will be re-zoned for the settlements. Every single Palestinian home in Jerusalem has a demolition order. The entire West Bank has been zoned as agricultural land by Israel, and that will also be re-zoned again for more settlements.”

Orwellian doublespeak has also been employed in the USA to turn the illegal colonies: for all the settlements are considered illegal according to International Law, into “neighborhoods”. A new highway has already begun to link all the settlements in a ring around the Old City of Jerusalem. The Eastern Ring Road will have bridges for Israelis but is just another wall against the Palestinians.

As we rode past acres of olive trees that had been chopped off by the Israeli army, on our way to the house made for peace, Jeff stated, “I don’t just have a political problem with this Judiaization of the Old City, it is ecologically and environmentally offensive.”

I add it also is spiritually impoverished. The raping and pillaging of what is claimed holy ground refutes and denies the biblical meaning of dominion. The ancients understood dominion meant to nurture, love and protect and the destruction of Palestinian homes, the stealing and destroying of their legal property, is an abomination. Less than a half hour drive from the Old City of Jerusalem one will witness this most unholy stark landscape of acres upon acres of olive trees that have been cut down to two foot stumps. Bedouins no longer graze the land and the few who remain in scattered ghetto camps will soon be transferred to a new ‘home’ upon a garbage dump. International Law states that Occupation is to be temporary, maintain the status quo and not to pilfer the resources of the occupied. The massive rock quarry we passed on our way to the house made for peace, was just one more example of how the occupiers ignore and deny International Law.

We concluded the day at the Beit Arabiya Peace House, which is at the crossroads of Areas A, B and C.

Beit Arabiya is the name of the home of the Arabiya family with seven children that has been demolished four times by the Israeli government and rebuilt four times by the efforts of ICAHD and the JCHR/Jurist Center for Human Rights, a Palestinian NGO focused on legal advocacy for Palestinians in the Jerusalem area.

The home has become a meeting place for Israelis, Palestinian and International peace activists and is the cornerstone and intersecting point of Areas A, B, and C. The smallest of the three is Area A, which is under Palestinian authority. Areas B and C are under Israeli control and where Israel demolishes homes. Since 1967 over 15,000 Palestinian families in the occupied territories have been left homeless due to home demolitions. According to Jeff Halper, the reasons for these home demolitions are purely political: to confine the 3 ˝ million residents of the West Bank, East Jerusalem, and Gaza into small, crowded, impoverished and disconnected enclaves.

The Beit Arabyia home/Peace Center’s closest neighbor is a soon to be dismantled Bedouin camp. The Israeli governments policy of “Quiet Transfer” will mean extinction for the nomadic Bedouins for they have been denied the inalienable right to move about to graze their dwindling herds. On a hill in front of the Arabyia home/Peace Center is the newly erected Sheen Bet [similar to USA FBI] prison and interrogation center. A new portion of the Ring Road which will connect the illegal settlements/colonies runs between the two and The Apartheid Wall is in full frontal brutal view.

Upon the wall of the home is a mural donated by the North American Workers Against the USA occupation of Iraq and the Israeli occupation of Palestine. The mural depicts Rachel Corrie, the American who was run over by a Caterpillar bulldozer in Gaza when she stood up to defend the home of a Physician with five children, and a pregnant Palestinian woman of ten who was also killed in Gaza. The angelic images of the two women float above a depiction of a USA made Caterpillar bulldozer tipped to one side and flanked by tanks and weapons of destruction. On both sides of the weapons of destruction are many people. A railroad track reminds the viewer that prior to 1948, Jews and Palestinians once worked together in peaceful solidarity to build a railroad.

The Arabyia home/Peace Center is the cornerstone of the village of Anata and the Shufat refugee camp, in the very area where the prophet Jeremiah in the 6th century B.C. critiqued the violent conflicts in the Mid East, which were already old news: “I hear violence and destruction in the city, sickness and wounds are all I see.” [Jeremiah 6:7] 

The Arabyia home/Peace Center is a visible persistent witness of hope and solidarity that stands because of the cooperation and unity of of locals, Israeli’s and Internationals with one mind, one heart and with The Great Spirit on their side.

Mohammad Alatar, film producer of “The Iron Wall” addressed our group after we broke bread and ate a typical Palestinian feast prepared by the Arabiya family: “I am a Muslim Palestinian American and when my son asked me who my hero was I took three days to think about it. I told him my hero is Jesus, because he took a stand and he died for it. What really needs to be done is for the churches to be like Jesus; to challenge the Israeli occupation and address the apartheid practices as moral issues. Even if every church divested and boycotted Israel it would not harm Israel. After the USA and Russia, Israel is the third largest arms exporter in the world. It is a moral issue that the churches must address.”

Israel is in Violation of U.S. Laws

The U.S. Foreign Assistance and Arms Export Control Acts stipulates that U.S. defense items and services furnished to any country be used “solely for internal security,[or] for legitimate self defense”(22 U.S.C. 2302 and 2754).

Furthermore, according to U.S. law, “no security assistance may be provided to any country the government of which engages in a consistent pattern of gross violations of internationally recognized human rights.” (22 U.S.C. 2304).

Israel’s excessive and disproportionate use of force in Gaza clearly exceeds the bounds of what could be considered legitimate self-defense, and therefore its use of U.S.-supplied weaponry is in violation of the laws of this land.

    * U.S. military aid to Israel is financing the Israeli occupation and invasion of Gaza. U.S. aid has helped Israel purchase machine guns, ammunition, precision-guided bombs and missiles, cluster bombs, night vision goggles, tanks, F-16 bombers, Apache helicopters gun ships, and armed and unmanned aerial vehicles—which are now being used against Palestinian civilians as well as militants.
  
 * The United States recently delivered 1,000 bunker-buster missiles, worth $77 million, to Israel, which used them in Gaza on Saturday, Jan 3, according to The Jerusalem Post. These are not defensive weapons. That same day Israel flattened the American International School, one of Gaza’s best private educational institutions. It has also hit UN schools—one attack killed more than 40 civilians who sought shelter in the school. Is bombing schools legitimate self-defense?

  
 * Is Israel’s siege of Gaza waged in self-defense? Is preventing food, clean water, medicine, and fuel from reaching 1.5 Gazans self-defense?


Israel Receives Nearly $3 billion in aid annually—$2,380.6 in Military Aid.

    * In August 2007, the U.S. and Israeli officials agreed to a new 10-year, $30 billion aid package. In 2009 Israel will receive $2.55 billion, and this sum will gradually increase to an average $3 billion per year over the 10-year period.
  
 * In addition U.S. Jewish organizations have raised more than $2.4 billion to help support Jewish defense agencies and settlements in 2008. Donors will deduct this money from their U.S income taxes.


Why is Congress (except for Congressman Dennis Kucinich, D-OH) Silent?

Why isn’t Congress telling Israel “no more money until you abide by American and international laws?”

Why did our government block the passage of a UN Security Council statement on Sunday urging a ceasefire?

It is because the pro-Israel Lobby directs more than $2.5 million each election cycle to political action committees, which help members of congress who follow the AIPAC playbook and defeat others who don’t play the Israel right or wrong game. (See article on Washington Report’s home page: <www.wrmea.com>.)

It’s the same kind of “Pay to Play” game that New Mexico Governor Bill Richardson (arguably one of the most decent guys in President-elect Obama’s proposed cabinet) is now defending himself against—but on a massive scale. And no one talks about it. Members of Congress are being paid to let Israel play in the occupied territory. And this game has cost the lives of nearly 600 Gazans.
